WAUPACA, WI – A Waupaca County dispatcher is being recognized for her exceptional service and calm leadership in a critical situation. Telecommunicator Kimberly Allard has been named the 2025 First Responder of the Year for the 87th Assembly District, an honor presented by Representative Brent Jacobson of Mosinee.
Allard earned the recognition for her role in helping de-escalate a tense standoff involving an armed individual in the midst of a mental health crisis. Representative Jacobson commended Allard for her professionalism and steady presence under pressure, noting that she has served Waupaca County with dedication for more than a decade.
The award was presented during a State Assembly ceremony in Madison, where first responders from across Wisconsin were honored for their bravery, compassion, and commitment to public safety.
