OSHKOSH, WI- The operator of a foster home in Oshkosh has been found guilty of child neglect. Two 15-year-old boys told investigators how they were forced to use a bucket as a toilet. They said there was an alarm on their door that sounded – meaning they weren’t free to leave. 63-year-old Barbara Peterson was sentenced to 270 days in jail. Her son was sentenced for the same offenses in May. When investigators followed up with a visit to the home they found the thermostat set to 57 degrees. They confirmed the presence of waste buckets and door alarms.
