APPLETON, WI- Appleton West High School is one step closer to a major conference realignment after the Wisconsin Interscholastic Athletic Association Conference Realignment Task Force voted 13–3 to advance the school’s proposal to move from the Fox Valley Association (FVA) to the Bay Conference for all sports except football.
The proposal, approved by the task force in January, will now be presented to the WIAA Board of Control on March 10, 2026, alongside other realignment plans accepted in December.
Rationale: Safety, Equity, and Student Experience
In its request, Appleton West cited student safety, competitive balance, enrollment realities, and program sustainability as primary reasons for seeking a conference change. District officials emphasized that education-based athletics are an extension of the classroom and should meet students “where they are” academically, emotionally, socially, and physically.
The proposal noted that repeated mismatches against larger, more successful programs have negatively affected participation and morale, while also increasing injury risk. By competing against schools with similar enrollment sizes and athletic resources, West believes its teams would have greater opportunities for competitive equity and long-term development.
Declining Competitiveness Cited by District Leadership
In a detailed letter to the WIAA, Appleton Area School District Superintendent Gregory Miller outlined the historical and demographic shifts that have contributed to the school’s struggles within the FVA.
Appleton West was a charter member of the FVA in 1970 and experienced significant success during the conference’s first 25 years. However, district leadership noted that competitiveness declined sharply after the opening of Appleton North High School in 1995, which altered enrollment patterns and athletic participation.
According to the district, Appleton West has won only one girls’ conference championship since 1995 and has not had a girls’ team qualify for state in 30 years. Boys’ programs have not won a conference title since 2007 and have not advanced to the state level since 2004.
While West’s WIAA enrollment figure sits near 1,400 students, the district cited several factors that reduce its effective athletic pool, including the presence of an arts-based charter school within its attendance area and varying participation rates tied to socioeconomic barriers.
Task Force Approval Moves Plan Forward
Despite Bay Conference opposition, the WIAA Conference Realignment Task Force accepted Appleton West’s plan, concluding that the proposal warranted further consideration at the Board of Control level.
If approved, Appleton West would join a Bay Conference lineup that includes Menasha, Green Bay East, Green Bay West, New London, Seymour, Shawano, Winneconne, Xavier, and Fox Valley Lutheran, while remaining aligned with current partners for football.
Proposed Alignment Overview
Bay Conference (non-football):
Appleton West, FVL, Green Bay East, Green Bay West, Menasha, New London, Seymour, Shawano, Winneconne, Xavier
Fox Valley Association:
Appleton East, Appleton North, Hortonville, Fond du Lac, Kaukauna, Kimberly, Neenah, Oshkosh North, Oshkosh West
Next Steps
The final decision now rests with the WIAA Board of Control, which is expected to consider the proposal in March. If approved, the change would mark a significant shift for Appleton West, ending more than five decades of FVA membership for most sports.
District leaders say the move is not about chasing wins, but about restoring balance, participation, and opportunity for student-athletes.
