WAUPACA, WI- After nearly 23 years of dedicated service, Waupaca County’s longtime Emergency Management Director, Andy Carlin, is officially retiring. Carlin’s leadership has been a cornerstone of the county’s emergency preparedness, guiding the community through crises with unwavering dedication and expertise.
From managing large-scale disasters to coordinating training exercises and ensuring the county’s emergency response plans remained strong, Carlin’s impact has been profound. He played a vital role in disaster preparedness and response efforts, always focused on keeping residents safe and informed.
Colleagues and community members describe him as a steady hand in uncertain times—someone who approached every challenge with professionalism, resilience, and a deep sense of responsibility. His legacy includes not only the policies and procedures he helped establish but also the trust and confidence he instilled in those he worked with.
