SHAWANO, WI- A concerned mother urged the Shawano School Board on Monday, to implement cameras to monitor interactions between staff and students. Cegie Wegner’s appeal followed a troubling incident on January 14, 2025, involving her daughter and a school administrator at Hillcrest Primary School.
“All interaction with unregulated children should be done in front of a camera to protect students and staff,” Wegner said during the meeting.
Wegner described receiving a ClassDojo message from her daughter’s teacher at 2:21 p.m. that day stating that her daughter was currently with an administrator due to having a rough afternoon. Minutes later, she said she received a phone call from the administrator. “He stated that he accidentally scratched her face,” she recounted.
When Wegner picked up her daughter at 3:15 p.m., she noticed the scratch was still bleeding. During the car ride to pick up her son, her daughter made an alarming claim. “She mentioned that the administrator slammed her head against the wall four times,” Wegner told the board.
Wegner told the board that she returned to Hillcrest with her children to seek clarification. She said she spoke directly with the administrator, who admitted to his actions. “He explained the situation in front of us,” Wegner said. “He showed me on my head how he pushed her head on the wall by placing his pointer, middle, and ring finger on my forehead and pushed it backward. He stated he may have been too rough and he may have scared her.”
That evening, Wegner took her daughter for medical evaluation after she complained of head and neck pain. “We went to Prevea, and Prevea sent us to ThedaCare ER,” she said.
Wegner voiced her frustration over inconsistencies in how the situation was handled. “I received a ClassDojo message from two of my daughter’s teachers stating almost the exact situation but saying it happened in two different locations,” she said. “Later that day, I received a follow-up to the incident and was told the story the administrator told his superiors and the story he told me were two different stories, and there is no camera evidence.”
In addition to her call for cameras, Wegner also asked for the incident to be removed from her daughter’s record. “I feel all interaction with unregulated children should be done in front of a camera to protect students and staff,” she said. “I also ask that both write-ups be removed from my daughter’s file since I was not made aware of the situation until after I met with the superintendent.”
Wegner concluded her statement by urging the board to take action. “I’m only explaining this story to call your attention to the fact that I believe there is unnecessary physical interaction happening between staff and students,” she said. “This is not the first time that my children have addressed aggressive interaction. I feel this incident is not being handled properly, and I ask you as the board to take this seriously and don’t ignore that these situations could be happening in the schools.”
