In his earlier years, Arthur lived in Kenosha where he was employed at American Motors as a welder. He then turned his focus to law enforcement and graduated from several police academies throughout Wisconsin. He was State Academy Certified, and worked with the Minocqua Police Department, the Sauk County Sheriff’s Department, the Wisconsin State Patrol, and the Racine Police Department. Arthur was also a shift commander with U.W. Parkside, and worked with the Kenosha Police Department. After 20 years in law enforcement Arthur retired, and worked at the Shawano Paper Mill as a security guard for the next 14 years. Arthur was a member of Friedens Lutheran Church in Kenosha for 25 years, where he was a member of the Building Council. He was also a member in good standing with the Sheriff’s and Deputy Sheriff’s Associations.
