Court documents show Rhinelander City Administrator Daniel Guild in the target of a felony investigation. City Hall was locked down more than three hours Thursday as authorities searched for evidence of tampering with public records and misconduct in office. Investigators reportedly found several pieces of evidence. Officials say Guild has failed to release public records in response to requests by the media and law enforcement and also altered e-mail content. No arrests have been made in the case.
