A 20-year-old Bellevue man says he was frustrated by his baby daughter’s crying when she was severely injured October 2nd. Victor Shinkarenko is charged with physical abuse of a child. Investigators say he fractured the five-week-old girl’s skull in his family’s apartment in the Village of Bellevue. Shinkarenko originally said he accidentally hit her head on a doorframe, but doctors rejected that story. The baby is expected to survive but may experience learning delays.
