A Republican lawmaker from Howard is proposing a replacement facility for the aging Green Bay Correctional Institution in Allouez. State Representative David Steffen says the 121-year-old prison has gone past its expected lifespan and isn’t safe. He suggests it should be replaced by two facilities in a complex to be built in a rural area of Brown County near the Fox River. One building would offer mental health treatment, education and job training with 300 beds — the other would have space for 900 prisoners. Steffen’s proposal will go to the Joint Finance Committee for consideration.
