A 35-year-old Appleton man is being held in the Manitowoc County Jail on two counts of first-degree intentional homicide. Police say Karl M. Hess is responsible for the deaths of 51-year-old Richard Miller and his 19-year-old daughter, Jocelyn. Hess has a bail hearing scheduled for this (Thursday) afternoon. Police haven’t speculated on a motive for killings last September. When media broadcast a video of the suspect and his vehicle, calls from the public led authorities to Hess.
