A southeast Wisconsin mother is under investigation after her toddler was found wandering alone this (Wednesday) morning in the streets of Beloit. City spokeswoman Sarah Millard says police discovered the two- to three-year-old boy around 7:30 A-M wearing only diapers and canvassed the neighborhood. Officers located his mother about an hour later and child protection services was called in to assist with the case. Millard says the child was unable to communicate verbally which complicated the situation.
