If you are venturing outside in the cold temperatures it is best to leave your pets at home. Pets should not be in a vehicle if the car is off and temperatures are 45 degrees or below. In the state of Wisconsin if you see an animal whimpering because it is cold you can use the good Samaritan law which falls under the state statutes 895.484 which makes you immune from civil liability if you follow the laws set up under that statute.
