CLINTONVILLE, WI- The Clintonville Common Council has delayed a decision on proposed changes to the city’s comp-time policy for Public Works and Utilities employees after concerns were raised at its July 8 meeting. The proposal offered three options aimed at standardizing compensation, reducing excessive comp time accruals, and managing budget impact.
Option 1 would grant one hour of comp time per on-call day, reducing hours to seven per week and saving over $43,000 for Utilities and nearly $19,000 for Public Works annually.
Option 2 would provide two hours per day, totaling 14 hours weekly, with smaller budget savings and a new 80-hour comp time cap.
Option 3 eliminates comp time altogether in favor of a weekly stipend, $545 for Utilities employees and $400 for Public Works, with Utilities saving slightly and Public Works incurring a small cost increase.
City Administrator Caz Muske said the goal is fairness and better oversight
