Competency Exam Order For Woman Accused Of Hanging 2 Dogs From Trees

GREEN BAY, WI –  A Brown County judge has ordered a competency exam for a woman accused of hanging her two dogs from trees.  Fifty-six-year-old Pamela McNeill is charged with two counts of mistreatment of animals causing death.  Authorities say she admitted to the incident that happened February 14^th in Howard.  McNeill reported told a police officer her dogs had become vicious before she killed them.  She later said they hadn’t bitten or snapped at her, just growled.
