An 18-year-old Shawano man says he just did it to be funny. Payton M. Pagel faces six charges, including hate-crime modifiers, for painting racist graffiti on the walls of three schools in Shawano. Police say Pagel has admitted the vandalism. He told investigators two friends were also involved, but police say they haven’t been able to determine if the two even exist. Pagel is scheduled to return to Shawano County Circuit Court next month.
