Bail is set at one-million dollars cash for an Appleton man accused in the shooting deaths of a Manitowoc father and his daughter. Thirty-five-year-old Karl Hess is facing two counts of first-degree intentional homicide in the September 2018 killings of 51-year-old Richard Miller and 19-year-old Jocelyn Miller. Police say Hess was acquainted with the two victims with theft being the motive for the crimes. Hess makes his initial court appearance Monday afternoon.
