Madison police say heroin overdose reports are down by more than 20 percent so far in 2019, but more people are dying. Officers have been called to 27 reported overdoses, compared to 34 at the same time last year. The six overdose deaths are up from five in 2018. Madison Police Chief Mike Koval says the availability of the over-the-counter opioid antidote naloxone may be a factor in fewer overdose reports.
