If she is convicted of a charge of homicide by negligent operation of a vehicle, an Iowa woman could spend up to 10 years in a Wisconsin prison. Authorities accuse 31-year-old Elizabeth Weber of using her cell phone almost two dozen times just before she ran a stop sign and caused a fatal accident in Almond. Fifty-nine-year-old Scott Otterson of Plainfield was killed in November 2016. Charges were filed against Weber last week and she is scheduled to make a Portage County Court appearance next month.
