Shawano County is one of Twelve northeastern Wisconsin counties have begun to look for ways to work together to address crowded county jails, inmate mental health needs and juvenile justice. First, though, they will have to identify the cost and scope of the issue. Other counties include Brown, Outagamie, Winnebago, Marinette, Door, Oconto, Kewaunee, Manitowoc, Sheboygan, Waupaca and Fond du Lac counties. All met in Green Bay last week to begin discussing what regional collaboration on adult and juvenile corrections might involve. The meetings come at a time when Brown County is developing plans for a jail expansion at an estimated $20 million, and other counties are relying on other counties to house their inmates because their jails are at capacity.
